In a large bowl, mix the flour, milk, water, sugar, eggs, and salt. Whisk until smooth and lump-free.

Preheat the pan over medium heat. Pour in about ½ tablespoon of oil. Pour around ¼ ladle of batter into the pan.

Let the batter spread evenly and coat the pan. Return it to the heat and cook until the edges turn golden brown and begin to lift.

Flip the pancake with a spatula and cook the other side until golden. Stir the batter before each new pancake. Place the pancakes on a heat-resistant plate.

Peel and core the apples. Cut them into small cubes. Place in a bowl, add zest, lemon juice, and cinnamon.

Melt the butter in a pan over medium heat. Add the sugar and cook, stirring occasionally.

When the caramel begins to darken, immediately remove it from the heat.

Add the apples to the caramel and cook, stirring, until they soften and the caramel is absorbed. Remove from heat.

Mix the sour cream with powdered sugar. Stir well. Distribute apples over the pancakes, pour the cream on top, roll them up. Serve hot.
